When dealing with large countries like Brazil and the US, the magnetic declination can be very different depending on where what part of the country you are looking at. This is taken into account by the direction of the background stripes, and you can see a minor variation in the angle of those stripes, even where the numbers are the same (e.g. 6 · 24 on the west and and the east of the country).
